Ex-Senate President Who Put Amendment 3 on Ballot Is Voting Against It

Kathleen Passidomo was booked to make the case for Amendment 3 at the Collier County Bar Association. She told the lawyers she’s voting against it.

“I was supposed to speak in favor of it, and I actually said I’m going to vote against it,” the former Senate President said at the Greater Naples Chamber’s Wake Up Naples event, Gulfshore Business’ Therese McDevitt reports.

Passidomo voted with the Senate majority in June to send the property tax measure to the Nov. 3 ballot. The vote was 30-9. She said she voted “yes” because voters should get to decide. The term-limited Naples Republican called it one of the most consequential issues to come out of the 2026 Legislative Session.

Amendment 3 would raise the homestead exemption for non-school property taxes to $150,000 in 2027 and $250,000 in 2028, cut the annual cap on assessment increases for non-homestead property from 10% to 5%, and limit what counties and cities can spend property tax revenue on. State economists put the cost to local governments at about $5 billion in the first year and close to $12 billion a year once it is fully phased in. It needs 60% to pass.

Passidomo told the crowd of about 200 she understands the demand for relief. Property values “are going through the roof,” she said, and voters doubt the money is being spent wisely.

“If the local government is collecting all that money and they’re spending it unwisely, or they’re not fiscally responsible, well, vote them out of office,” she said during the Sept. 30 event.
